InterStream's principles for network mediation are
consistent with those of common carriage. They are as follows:
- Only content indexed via InterStream's
media grid will receive access to the premium IP infrastructure. The
media grid uses ISTP and the handle system
to index content.
Content which has been deemed to be pirated, will not be
distributed via InterStream's media grid and indexed into
the system. InterStream members who consistently distribute
pirated
content may lose their distribution privileges in the system.
- Proper mediation of network
bottlenecks insure premium streams
receive adequate service levels for applications such as gaming and
broadband television while throttling down harmful bandwidth hogging
applications such as peer-to-peer. Mediated
premium video and gaming streams will receive higher priority service
over best-effort traffic. Other premium interactive services, such as Voice over IP, or video conferencing, may receive better service levels than the InterStream traffic.
- InterStream will allow end-customers
(consumers)
to personalize their experence through this distribution
system. Consumers have a right to access content from any
content provider on the Internet so long as those content providers
adhere their escrowed peering agreement and/or ISTP media server
requirements.
- Content providers shall have reasonably
priced and unfettered acess to end-customers. Content provider members
of the association may receive all data and information related to
their subscribers. Association members may share this information
with one another under private agreements only when end-customers have
chosen to opt-in with their demographic information.
- InteStream shall prioritize the scarce resources (Account
Guide, Account Number and ISTP namespace) of the system by enabling InterStream
members to govern the direction, bylaws, and escrowed peering agreements of the association.
- InterStream shall enable members to directly reach consumers directly in partnership with participating ISPs.
- The association will observe the legal requirements of the
jurisdiction under which each provider or member operates.
All InterStream economy participants, both providers and members, are expected to adhere to these principles of mediation.
